If everything is up to date, try this:

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then restore

Then do the same for the Xbox app:

Go to windows settings > apps > search for Xbox app > click on it and select advanced options.

After that, click repair and then restore, open the app and try again.

The game files are used for all games you own, game pass games, and free play weekend games. Microsoft has locked the privileges to access them exactly for that reason, is so they cant be tampered with.

Modding games isn't allowed and is against the Xbox TOS. Which is why you can't do it
