Like mentioned the transfer tool is a online functionality, and does not require the use of a disc drive.

The transfer cable is not necessary for the license transfer, but it's a tool to transfer data from one consoles hard drive to another:

For reasons related to cheating, save data is permanently attached to the Gamertag in use and is not transferable to another account.

There is only a limited amount of games that you can download on from Windows 10 Store to play on PC without paying again. The list is

here.

Note that the list is digital only. Games there will have cross saves you can use on both regardless of the medium you owned it on console, but if your Xbox game was on disc you will need to buy the digital version to download on PC.

Most PC games don't have cross platform saves as they have their own cloud save features that are intendant from Xbox Live. Call of Duty Modern Warfare and Black Ops Cold War have cross multi-player progress for multiplayer, you just need to be signed in
with a Call of Duty account.

Most PC games you'll need to buy again from whatever the distributer is, Steam, Epic, GoG etc, etc. I'm a big PC player myself and there's always sales in January.
