Game CD With add on code and the game is blocked in my region

I have a question

I bought a game CD which is not available in my region and the box has an add on code.

Can I redeem the code to get the add on or it won’t work because the game is not available in my location?

Keep in mind xbox one games don't have restrictions HOWEVER digital content like add-ons are georestricted

If you get certain games like COD 360 games you can't import games as they are also language restricted and geo restricted

I will explain to you what happened literally.

I bought the digital version of a game not available in my region using gift card from US store.

I switched back to my own region and the game disappeared from the games ready to be installed.

I bought a game CD and inserted it to my device and the game appeared again at the games ready to be installed and I am able to play it without the CD when the account purchased the game is signed into the console.

What I am asking is if I played the game without the cd in another account would that counts as violation of TOS to this another account?
