Game captures and Restart Notifications

I've been recently having two problems.

1. When I capture screenshots or clips, after waiting for them to be uploaded to Xbox Live, I cannot send them through Xbox Messages for my friends to view them. Instead I receive a notification stating, "Sorry, we can't share this right now. Try again in
a while".

Also, as my friends send me clips to view and I open the attachment, a notification will always pop up stating, "We can't find the item you're looking for".

2. Whenever I first play Minecraft then switch to Rainbow Six Siege, a notification has been recently popping up stating that I'll need to "Try again in a few minutes" and gives me three options: "Close, Restart, Help". I restart the console and everything
becomes normal. I don't want to restart my console every time I hop from Minecraft to Siege.

The "We can't share this right now" is due to the server demand issues and unrelated with connecting to other games unless the console is still trying to upload. Restarting the console pauses the uploads and give full priority to game connections, the
uploads are done later.

Does your connection to Rainbow Six Siege only happen when you are in the process of upload clips from Minecraft? If so then
I would suggest you either pause the uploads or wait until they are done as you have maxed out the traffic.

Could the notification be popping up because of transitioning from Minecraft to R6 while saving the world data? I have not been uploading Minecraft clips as I connect to R6.

its been happening since i got my PC, not really any changer, windows 10 home, and I've tried to configure settings, restart PC, change audio device settings, give access in settings. It works fine with everything it's just that I want it to capture all of my PC. When I do that, the only way the mic records is with notifications. When I'm not recording all, it works fine, notifications or not.

Firstly , thank you for taking the time to help me with this issue. I appreciate the thorough analysis of my problem and you're detailed response and troubleshooting instructions . Secondly , The problem I'm having specifically is that i capture clips in
game, it even shows the "game clip recorded" notification bubble at the bottom of my scrren. After the game i "manage captures" and only 1 or 2 of the 3 or 4 are on my Xbox storage and/or one drive. I even have system notifications saying the clips were in
fact recorded. Upon opening said notification , I'm given a "we're getting your clip ready check back soon" but then the notification deletes itself and i cannot "check back"... I'm at a loss for how to find and recover/restore these "Lost Clips"
