Game bought from Xbox Store is not showing after parental permission

Hi, my daughter purchased a digital game from the games library under her own xbox account. Due to parental permissions, I received the purchase request via email and I hit accept. It’s been about 24 hours and she still cannot access the game, an error message appears asking her to insert the disk or purchase the game. The money has already left my paypal account for the game. Can you please explain what is taking so long for the game to appear when I paid for it immediately?

Please login to your email account and to your daughter's account to ensure one of the accounts has the game.

This is so frustrating. Xbox parental controls are a mess.

I've set every permission for the child to allow and it still shows the Purchase of this content is not allowed for child message.

It can buy stuff from the Windows 10 store but not from xbox.com

FIX IT MICROSOFT, this is a very old issue that is still frustrating parents.

via the parent account the game was bought and payed.

downloaded and installed.

we start up via the microsoft store app

after "hit any key" we get the notice:

Game ownership not established. make sure you are signed in to the correct Xbox account and restart the game.

Do we need an Xbox account to play Minecraft Dungeons?

FYI: my son does not have a Xbox account.

The rating system is in place to keep kids from buying the games in stores. As long as they have their parents' permission to play, there's nothing that can actually stop them from playing.
