Game bar won't register mic when overlay isn't active

As far as I can tell, starting a week ago when a new update dropped I am unable to have the Xbox Game Bar register any mic input when the overlay is not active. If the overlay is open or the party widget is pinned it functions just fine.

I have tried repairing and resetting the game bar program through windows settings, and that works some of the time. I have also fiddled with permissions for my microphone, my audio drivers, which port my mic is plugged into, if I use a different mic, etc. Nothing changes, the same issue persists.
