Game Bar can't be enabled

When I start a game, like Gears 4 on PC, it will say "Press Windows + G to open game bar". Except when i push the shortcut, nothing happens. Not even if I push the home button on an Xbox controller.

So I go to Settings > Gaming > Game Bar and change the slider from off to on. But if I change tabs, like selecting "captures" under Gaming, then go back to Game Bar, the slider is set back to off.

If I try to set my own shortcut to enable Game Bar, it will crash the Settings app. If I click the grey "save" button at the bottom, it will crash the Settings app as well.

I have tried editing the registry as stated in other questions/answers. I have tried reinstalling the Xbox app, resetting the Game Bar app settings, reinstalling all default Windows apps. Nothing seems to work.

First of all, check for Xbox app updates: enter Microsoft Store app > select More ... (upper right corner) > Downloads and updates > Get updates.

Furthermore, be sure Windows has the latest update: select the Start button, then select Settings > Update & Security > Windows Update > Check for Updates. If there is an available update, select Install now.

If the issue persists, try to repair/Reset Xbox app:

Select Start > Settings > Apps > Apps & features
Select the Xbox app
Select the Advanced options link under the name of the app.
On the page that opens, select Repair if it's available. If it isn't available or doesn't fix the problem, select Reset.

Alternatively, we can try the following steps:
- Press the Windows key + R, type regedit, and click OK.
- Next, browse to the path below:
HKEY_CURRENT_USER/SOFTWARE/Microsoft/Windows/CurrentVersion/GameDVR
- Then, right-click the AppCaptureEnabled DWORD and select Modify.
- If the DWORD’s value is 0, enter 1 in the Value data text box.
- Now, navigate to GameConfigStore.
- Right-click the GameDVR_Enabled DWORD and select Modify from the context menu to open the window below.
- Enter 1 in the Value data text box if its current value is 0.
- Restart Windows and press the Game bar hotkey.

***When you play your game, try not to use full screen mode as well.
