Full Xbox games redownloading. Not updates though

I have an issue with xbox games redownloading.

Recently i got a bigger external hard drive to hold my game library. I used to have two 2tb hard drives. I upgraded one of those to a 4tb drive. So, essentially i have now one 2tb drive and one 4tb drive.

During black friday xbox sale for digital games i purchased several titles. I downloaded them to one of the original 2 tb drives. Then i moved everyything off that drive, including the newly downloaded titles, to my new 4tb drive, essentially emptying one
of my 2tb drives which i plan to use for other media. Xbox confirmed it was empty.

I then unplugged the empty 2tb drive and replugged back in the other of my original 2tb drives which was full to begin with. None of my new titles were downloaded to that drive.

However, funny thing happened when several of the new digital downloaded games transferred from my now empty 2tb drive to my 4tb showed up as not even downloaded in first place. Now its trying to redownload these games that already took days to download
in first place

Why is this?

How can i fix this without redownloading the new titles?

Sorry if confusing. Trying to be detailed as possible.

I had a recent issue like this and performed a hard reset. It was fixed. Ive done four hard resets now and not fixed

Additionally, a few older titles on the remaining full 2tb drive are also redownloading.

These are not updates either.

I know this is alot but to anyone who can help I truly appreciate it

Delete the game and redownload it without updating as this will give you the full version of the updated game

Whenever I update a game the update size is the same as the game help please!

Some games have much larger updates, and there are some games that will actually force a redownload of the game, I had that happen with halo master chief collection a few weeks ago when they launched their multiplayer update, The game did a full redownload.

Are you playing on xbox 360 or xbox one? If the game is installed along with the dlc it shouldn't have to redownload. When it redownloads are the file sizes full or just a couple mega bytes? It may have small updates for the game. Thats what it may
be doing.

UPDATE~!

If you buy the "Full Game - Resident Evil Revelations 2" It's not actually the 'Full Game.'

For $2.99 though it was a fun episode. Though Microsoft needs to make it more clear that it is not a full complete game.
