It's not an issue. That is how it's designed. When you play a game, the download slows down. When you quit it, the game will install at full speed again.

I would recommend a full power cycle of your modem and router as many times this resolves slow download speeds and brings them back to where they should be.

I can download on all platforms with full speed, including the Microsoft store and Xbox app. But the flight simulator is slow.
