Friend hasn't recieved my gift.

I would tell your friend to check his email for the confirmation, and you should do the same as well. You also have to make sure your friend lives in the same time zone as you too. If neither of you have gotten a email from Xbox, I would contact support
directly though the phone to see if you were charged or not.

If this if for a game or similar gift purchased through the store on your Xbox One or the buy as a gift option at Microsoft.com then if you select the link below and find the title in your list of purchases you should see the option to view the gift code
against the title.

I tried to gift the expansion to a friend on my web browser and got an error as well, except in my case i got charged for it and didn't recieve a code for the dlc. and now im out 40 dollars...

You won't be able to recieve a different code if it was a gift purchse from a friend they'll have to request a refund. For you to recieve a code for your region you'll have to purchse it in your region itself.
