Friend cant join my party or private chat, i cant join his HELP!

my friend finally got an xbox 360 so we got some mutual games but we cant join each others party or private chat... the only way we can play together is to find each other in a match (Warface is what we mostly play). i know its not my xbox or internet because
i have done private chat and parties before so it has to be my friends but we cant figure out what it is. he has a weak internet signal where he has it in his house but thats the only spot he really can put it. any ideas why this is happening? i am lost and
i am the tech guru out of the two of us and i cant figure it out and its getting annoying. please help us thanks in advance.

Party Chat on XBONE

Why cant I or my friends join party chat after joining a party? It keeps saying something like "Cant join party chat right now. Try again later" or something along those lines. Any info on trying to fix this problem would be greatly appreciated.

OK i will get him to post here, sorry for not responding i couldnt figure out how to access my posted content *facepalm* then i scrolled down. . . i have narrowed it down to his internet router, bcuz he has open NAT and so do i, so i think i just need to
do the port forwarding, its not NAT, Privacy or Family settings and he got an ethernet cable for his internet, so im pretty sure i just need to find a time where i can go to his house and mess with his router.

Any Error Codes you encounter: (Halo 4) says something like "unable to connect to party, your NAT setting, NAT Open, is usually compatible. . .

Who is your ISP(Internet Service Provider)? Hosier Internet (Francesville, IN)
