    A friend has a one week communication ban due responding to a rude comment from a player that was stirring up trouble for losing. Is there a possible course of action to reduce ban suspension?

    It doesnt matter who starts the fight any retaillatory action is repottable

    Block and ignore and report thata all you are are allowed to do

    best off reporting the player, blocking and ignoring them, It does not matter who sent the first message, If the other player reported your friend and it was deemed he broke the code of conduct then your friend would receive a ban.
