    That's a region issue. If your account region and your physical location do not match, or you live in a region where the game is not available, you will run into that issue

    So how do I know which region the game will work and how to fix this!!!

    Well, what region are you in and what region is your account?

    If you live in a region where the game is not available, you can't fix it. There's no way around region locking.

    If your account region does not match your physical location, you can migrate your account region to your location and that should fix it.

    Region locks require you to match your account region as swmutches mentioned there is no region free region your must match your account region to your actual location

    If you don't live in an xbox live region there's is nothing you can do
