Free Fallout 3 code with digital purchase of Fallout 4

I purchased fallout 4 new around Christmas and now I'm trying to download the fallout 3 code. I get an error every time. I contacted Xbox support and they said to post here. I get code 0x80150017. I tried in my console and on the website.

That error code usually means it's a region issue. If your account region and your physical location don't match, or you live in a region where the game is not available for download, you'll run into that error.
