Free Fallout 3 code with digital purchase of Fallout 4

I purchased a hard copy of Fallout 4 in
Hong Kong and the free Fallout 3 code did not work. Here are the details:

That error code usually refers to an issue with the region of your account and the region of the code you are redeeming.

Is your account set to Hong Kong? It may be that your account is set to a different region than the code.

Thanks for your reply. However, as per my online conversations with the customer service staff at xbox (reference 1314215497 and 1312442977), we had already understood and established that the error code relates to region issues. Specifically, the first
time I tried to download Fallout 3, I found out the code given to me was only suited for users in the UK. As a result, and by request of the customer service staff at xbox.com, I went back to the retail store and exchanged for a different code from another
unopened copy of Fallout 4. This time when I tried to download, I found out the code was meant for users in Australia. The codes are printed on cards attached to the Fallout 4 game and concealed in a thin layer of lead that you would scratch off for access
(I'm sure this is the case for hard copy sales worldwide). In both instances, the cards were clearly meant for distribution in Hong Kong. I'm sure it is not standard practice in the UK and Australia to print product info in both English and Traditional Chinese.
So the mistake must have happened when assigning the specific download code to the respective card that was meant to be shipped to and marketed in my region. The party responsible for this part of the process (either Xbox or Bethseda) needs to conduct a
reassignment back to Hong Kong. It would not make sense for me to ask the retail store to open up every single copy of the game and scratch off every single code card until we find one that can be used.
