Unfortunately, there is no official way to get the game with your DLC's whether it's the Xbox or PC version. Anyway, there are sites that sell game keys separately, but I can't recommend you, as they are not Microsoft partner stores and you can't even know if they are trustworthy stores.

Even if you could somehow obtain the DLC (I can't see buying a 3rd party key would make any difference but then I'm not an expert), far as I can tell, the Spotlight events are locked anyway. I quote a post I found on the Forza Forum:

"The DLC spotlight events are now closed as far as I can tell, I checked twice last week and you cannot do them and they come up as closed. So free play is all you can do with the DLC. No I will not gameshare so don't ask. EOL just never announced. Looks like they all closed on Aug 1, 2020."

No, there's no way to download it. Whilst you may be able to get the base game itself on disc, I believe FM6 was one of the games where all the DLC was a digital install, much like all the Horizon games...I have FH1 and 2 on disc but can't get the DLC
