How do I go about getting the Rally expansion pack everywhere I look it's not available?

Any one else having this problem or is it just me

You have to go to the marketplace within the single player game, at the festival. Then go to car packs and download the Ford Focus SVT pack which is really the rally expansion. Should work once downloaded

Have tried all the above and nothing works, not getting any options to buy anything - guess it's an old game been retired from the store thanks anyway for the help
