As noted already, unfortunately only the Standard Edition of FH5 is available on Game Pass.

You can always purchase the add-ons bundle if you access FH5 through Game Pass: Forza Horizon 5 Premium Add-Ons Bundle | Xbox or if you would prefer to own the game with the premium add-ons, then you would need to purchase the Premium Edition

You receive the Car Pass, the Welcome Pack, VIP Status and the Hot Wheels DLC releasing July 19th with the Premium add-on.

you can see in the history, you can install the game there, just select the product and go to the store.

I have tried this already, it shows me the same thing.

We'd like to ask if you can check the Xbox Status (Xbox Status | Xbox Support) regarding this.

For now, you may attempt to log out on Microsoft Store and Xbox app then restart of device and log back into your account (Note: Make sure you know your Xbox credentials before you log out.) but, waiting for an update about this concern will be efficient.
