Forza Horizon 5 error 0x800701b1 on launch

I just reinstalled Forza Horizon 5 the other day to start playing again and ran into issues. After asking Forza support about this, it automatically got redirected to Microsoft support, because it's not an in-game issue. The game will not get passed checking updates. It immediately will throw an error "0x800701b1" inside the launch window. It has been doing this for a week now since I installed the game, but it appears other players have been seeing this issue since early April. The only temporary work-around seems to be to disable/unplug your internet connection while it's launching. I am using SFP+, and I don't really want to disable my adapter. Some players have said a windows reinstall fixes the issue. I am not planning on going that route. How do I go about getting this issue resolved so I can get the game to launch normally?

Same title as this one.Forza Horizon 5 starts the game and reports an error (0x800701b1)

First Open microsoft store app

Click profile and click app settings

Turn off App updates

Then Open Xbox insider hub app

Click Preview

Scroll down

Under “Joined” click Windows Gaming

Click Manage

Leave preview

Click continue

Be patient will appear a button again to join, don't do it

After that restart the Pc and repeat the steps above

made all steps and the problems continues, 1 month without the game, i have all the best specs for the game

Open RegEdit as an administrator and delete the following Services:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\GamingServices]

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\GamingServicesNet]

Reboot PC

Select the Search icon on the taskbar, type powershell, right-click on Windows PowerShell, and then select Run as administrator.

In Windows PowerShell, type the following command and press Enter:

get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers

In the same window, type the following command and press Enter:

start ms-windows-store://pdp/?productid=9MWPM2CQNLHN

Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt.

Restart your device and try to install the game again.
