I have consulted my colleague regarding this and was informed that the User Account Control will prevent any programs/software/applications to run preventing them to alter your Windows settings. This is true when you are using antimalware/antivirus/PC Optimizer. So, if you want to continue using any antimalware/antivirus/PC Optimizer please check carefully what specific feature that triggers the issue you have encountered. Setting UAC to high level will protect your PC and will require Administrator's password to allow any app to run that changes the default or your customized Windows settings. This is also a basic troubleshooting to any download or install application issue.

First of all thanks for answering. I was trying weird stuff that i found on internet, i did EVERYTHING you said to me, i already checked those sites and tried everything, nothing worked.

I discover the problem, i do not know what it exactly is yet but i can tell how to solve. I have my Xbox sign in bugged. I went to windows search bar - searched "UAC":





In there, i just slided the bar one time up:





I do not understand why doing that fixed it, but it just did. My "driver" problem is gone and i can sign in in Xbox normally. Pretty weird bug and basically no one talked about it. If you can, report it as a bug, as windows have many of them.
