Thanks for coming to the forums. We recommend to first make sure you don't have a

child account. Also, this has been a known issue since launch. Personally I am unable to access the decal shop as I get the same error. You can try the
Forza forumsfor the issue as it is an in game issue.

Thanks for coming to the forums. Forza Horizon 4 is a Xbox play anywhere title. If you look at the website for

Forza 4 for the game at the top next to Xbox live shows play anywhere. As Parity mentioned, they need to say that to be able to play on both.
