Forza Horizon 4/Windows 11

I've tried everything that I could think of to get this game to run on Windows 11, it worked prior on Win10 20H2.

I'm getting this error from Event Viewer.

System drivers are from Microsoft, Video drivers are direct from Nvidia through GeForce Experience app.

I've uninstalled the game twice prior; now downloading a 3rd time.

Ran SFC /scannow in CMD Prompt

Removed all Microsoft C++ Redist. and have restarted, and installed the latest x64 2015-2022.

Reset the Windows Store, repaired/reset Xbox App, GameBar, and the Forza Horizon game itself.

Removed my Logitech G-HUB software, Nahimic Audio software, ensure no other game overlay is running (Nvidia, Steam, etc.)

Ran DISM /Online /Cleanup-Image /CheckHealth

Ran cmdlet to turn of SVM on my PC

Checked Xbox Services are running in Task Manager/Services

Disabling Development Mode and reinstalling Xbox packages through powershell - Get-AppxPackage *Xbox* | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
Disabled Development Mode for the Windows Store through powershell Get-AppxPackage *Store* | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Ensured that Xbox/Forza Privacy settings are at full allowance and set to allow Microsoft to collect data from my PC.

Moved Forza between both my system drives. NVMe and a SSD.

I'm kind of at a loss at this point and would like some help.

Microsoft Windows 11 Pro ver. 10.0.22000 Build 222000

Intel Core i5 8600K

16GB RAM

Nvidia GTX 1080 Founder's Edition

Z370i Gaming Pro Carbon AC

Samsung 980 Pro NVMe

Samsung 860 1TB

EDIT: No Razer peripherals or software. I saw on a topic somewhere that Razer Sense prevented FH4 from starting.

EDIT 2: After the 3rd install, same issue persists with after the fact of everything done above.
