I just connected with Turn 10 support, and they suggested that you contact Steam support for this specific issue as it is not an issue with the game itself; it is an issue on the Steam client. Please open a ticket and provide some of the steps from this thread to hopefully provide the information they need to resolve this problem.

In addition, I actually asked TURN 10 for help on the Forza Support Page a long time ago, but obviously, they have no way and seems to have no idea to help me solve the problem, their status has changed solved.

Sorry for the delayed response as I was trying to find a solution to this issue. By any chance, do you have 2-factor authentication on your Microsoft account? Second, I suggest you submit a ticket to Turn 10 studios to assist you better and see what they recommend as they might know how to resolve this issue. But before you submit a ticket, here is one last suggestion that worked for some users that encountered this similar issue.

Troubleshoot:

1. Sign out of Xbox Live on your PC (might be optional)
   
2. Windows Key / Start Menu
   
3. Search for and open the "Credential Manager"
   
4. Navigate to the "Windows Credentials"
   
5. Scroll down to "Generic Credentials"
   
6. Click on and "Remove" any Generic Credentials that start with "Xbl".
   . . . . Examples look like this:
   . . . . > "Xbl_Ticket|12345..." (there is more)
   . . . . > "Xbl|12345..." (there is more)
   . . . . > "Xbl|DeviceKey"
