Forza Horizon 4 running bad

Well, hello everyone, apparently I will never stop having problems with this game... first I finish solving the problem that I could not install, I played for a while and then due to other problems I was forced to reinstall Windows.

At the time of reinstalling Forza, I opened it and I find myself with the wonderful surprise that it does not exceed 25, 35 fps and with the GPU at 99%. With graphics at a minimum.

My specs are:

i7-6700K
ASUS Dual GTX 1070 8Gb
16Gb 3200Mhz
In an M2

Needless to say, I have more than enough to run the game at 60+ fps, which in fact, it did without a problem with everything in ULTRA and without a drop of sweat before I reinstalled Windows.
But now it doesn't want to know anything with anything or get anywhere.

Please, PLEASE, I want to know what about this game.
It is the only game that always gives me problems with everything, if I play alone I have no problem, the moment my friend connects to play with me and the game always crashes. At the time of reinstallation, it never lets me download it again on the same
disk where I had it previously and now this, before it worked more than perfect and now it seems that I am playing it with my old pc, in which it worked better.

I'm losing my mind here. If I can't fix this, I'm going to have to give up, because I see it as more than an option.
