Forza Horizon 4 opens up a JPEG file

Update, the issue is definitely some kind of interference with the Windows 10 Store. Open the store, download a free app for something you want like Pandora or anything really. Once that is installed Forza Horizon 4 will open and stay running. Using the
store must refresh or overwrite some file that's missing.

should be unlocked in the forza horizon 4 game, just open the main game and select it from the menu.

Forza Horizon 4 is a resource intensive game so having programs running in the background will impact performance and could be the cause of your input lag.

open your task manager and see which programs are running and how much CPU and Memory they are using.

right click on programs you don't need running and select end task to free up resources for Forza Horizon 4 to use.
