Forza horizon 4 low GPU usage / low fps

Hi, i've been having really bad lag issues in forza horizon 4 (microsoft store installation) where my game goes to like 4 fps during any gameplay and my GPU usage dips to really low values around 10%. Usually for high settings i can reach 75 fps with around 70% GPU usage, so i'm not sure why it keeps lagging a bunch. It's been doing this for a while but only recently have i been highly annoyed by it. I have already tried toggling "hardware accelerated GPU scheduling" in windows settings on and off, and there was no difference. I have tried disabling the recording function in Game Bar and still no change. I reinstalled multiple times onto my SSD and there was still no difference. I'm out of ideas and I've been searching through forums to try to find an answer other than "make sure Forza is not using your iGPU".

My specs are

CPU: Intel i5-9400f

GPU: Nvidia GTX 1650

256gb kioxia SSD

unknown HP intel prebuilt motherboard

I have updated my graphics drivers but fh4 still was sluggish. I was thinking of resetting my pc but that is kind of a last-resort method. I will try using windows installation media instead of windows reset function though. Thank you for your suggestions.

Yeah, the USB version is the better option...whilst the reset function apparently deletes everything, I have seen people hasve issues where they use the reset function but any WIndows problems are still there.

I agree it's not ideal to reinstall Windows (I needed to do it last year and put it off for 4 months!) but it would let you know if you are dealing with a Windows/software issue or a hardware issue. Just to be aware, the installation USB needs to be a 16GB drive and it needs to be empty

Are your graphics drivers up to date? Sometimes a laptop/PC will throw off errors when an update is available (almost like they sense the update is there but not installed)

Beyond that, if it was me personally, I would reinstall Windows from scratch (using a a USB not the Windows reset function)....update Windows (run Win update until there are no more) and GPU drivers then install FH4 before anything else and see what happens...if it works, then there was something in Windows causing it...if it doesn't then it would point to a hardware issue

Thanks, if you go to your laptop BIOS. Are you able to see your graphics card listed there?

May I know If you tried forcing to use the GPU?
Go to Windows Settings > System > Display > Graphics > select “Desktop app” and click on “Browse”
Once there add the .exe files for each game.
After that click on each one > options > select high performance > save
Restart your PC and try again.

By the way, how did you reinstalled windows?
Via settings?

May I know what exactly fixed the issue? Disabling the startup programs or creating a new user?
