Forza Horizon 4 Crashing - Windows 10 Pro 21H2

I'm having an issue launching Forza Horizon 4 which appears to be an issue that many people are having. What's interesting is that when I try to run the actual application directly from my D: drive as an administrator I get a message stating that I don't have the appropriate permissions to access the item. I'm not sure what's causing this but I'm assuming it may have something to do with a Windows security update although I'm not 100% sure. See screenshot below as well as the message that comes up in Event Viewer. Like many others it gives me exception code 0xc0000005 which may be due to some memory access violation.

I've tried all sorts of solution out there but nothing at all seems to work and I haven't been able to play the game in months. Based on the code below the system appears to think that the application is on the C: drive even though it's actually on the D: drive. Not sure what's going on with that but it seems unusual.
