Forza Horizon 4 0x803F8001 error

Hi,

I got home from work this afternoon and tried to start Forza Horizon 4 and got the following error:

Forza Horizon 4 is currently not available in your account. Here’s the error code, in case you need it: 0x803F8001

I've tried several things from various posts, including resetting the store, downloading an irrelevant app to re-sync the store and putting a really complicated command into powershell in cmd.

Does anyone know how to get Forza working again.

I should say this is on Windows 10 but there is no PC games option.
