Forza Horizon 3 pc install

So, i have Forza Horizon 3 in my game library in the xbox pc app.

I choose to install it on my non-OS ssd and its says installing at 0%, then just skips the install and the green Play button is there to click.

Of course the game isn't installed at all, despite what the app is telling me.

It was previously installed on a different ssd, which has now been replaced by the new ssd.

It was a painless experience moving games from my old steam library folder to the new ssd. No such joy with MS shocking system.

Having to download the xbox games again due to the ridiculous encryption method MS chooses to use is one thing.

Not being able to actually re-download and install them again is a new low.

I have tried all the deleting and reinstalling gaming service/xbox app/store app and still nothing works. Restarting/rebooting whilst doing so to see if it helps.

Everything is up to date, drivers and OS.

I have no intention of re-installing Windows either. Seriously, no chance.

I had the game on Xbox as well before i bought the play anywhere PC version but i sold it as i have the superior performance version on PC.

To quote the Wargames movie, the only winning move is not to play. I won't be buying any game from the MS store for PC again.
