Forza Horizon 3 marketplace error

When I try to place a bid on a car a message pops up on the screen "Failed to download required marketplace data. Please try again later. "

How can I solve this?

Error code 0x803F8001 when trying to play a game on Windows 10

Getting this error when I try and run Forza Horizon 3 on my PC:

Forza Horizon 3 is currently not available in your account. Here’s the error code, in case you need it: 0x803F8001
