forza horizon 3 installation freeze at 68%

i have purchased xbox one 500gb with forza horizon 3 just two days ago. i have downloaded the game after initial update of console. after 20% download, i started the game, it installed properly and i completed two festivals. i shut down the console. yesterday
i tried playing the game, it started installing again from 66%, and it never completed. i have read all the xbox tips then i tried a few, i shut down the console and again restarted but not worked. later i cancelled the game download and re installed again,
after downloading 40% i started to play then it started the installation afresh reached 69& and it got freeze again. my download speed is 30mb/s. iam n a dilemma whether its game problem or console problem. i want to play the game..what can i do now? please

Maybe you can try to delete again the game and download It at 100% before playing.
