These games stop selling after a few years in any appreciable numbers, which is why they don't do these buyouts. If future sales would warrant it, they would renew the licenses. Sometimes they will remaster a game like Burnout, so they have a new product to sell in part to support those expenses

For example when DVD came around, the shortsightedness of their lawyers forced the movie industry to relicense basically all the music everywhere, as their existing licenses specified formats and failed to include "and those yet to be created"

I personally worked on the music licenses for a show, put over 100 hours into watching it and research, and they ended up dumping everything, including the song that was the focus of the episode, because no one at the vendor or their studio thought to mention they maybe should pay for that one.

Music was almost always licensed for syndication, but not home video or the yet to be created digital. For example Sinatra's estate went after Sony over "Love and Marriage", so the song is changed on DVD and digital. Las Vegas has virtually vanished over their extensive music and celebrity guest star re-contractings that are needed (which killed The Muppet Show on video until Disney+ moneyhatted all that)
