forza 3 horizon can not install no matter what!

why is it that I can not install forza 3 horizon no matter what I do? I had a brand new Xbox1s and I tried with one disc that was practically brand new. It gets to a different % of installing everytime but will always eventually just say " installation stopped."
I have tried a different forza disc that was also just about brand new and the same thing happened... so i tried disconnecting it from the internet, i tried resetting my whole Xbox and nothing worked. So I then swapped my whole Xbox for some one elses. STILL
DOING IT! Only forza, help

Problem with usage rights not registering that discs are in the console

My Xbox one does not really allow me to play forza horizon 3 and forza Motorsport 6, even when I insert the discs when told to, but It just keeps saying do you own this game or app and it doesn't let me play the game no matter what I do, i can play forza
Motorsport 5 and forza horizon 2, forza Motorsport 6 and forza horizon 3 have both been played on my console before. Someone please help with my problem

I should add that other games install just fine, just not Forza Horizon 3!!

It might also be worth simply leaving it to install over night, as that game is quite large and can take some time to install

 

I have tried everyone of those tips, and I don't think leaving it overnight will work because it stops the installation.
