first thing to try:

the manual power cycle steps like mentioned on the following link, be sure to wait at least 60 seconds before powering on again:

If that fails I suggest checking the Manage game section via My games and apps - and then press the menu button (three lines) on the game itself and select manage game to check if the item is installed or not.

If the DLC is installed, removed it and restart the console via Guide - Settings - Restart console and install DLC again via that same section.

If that fails, please uninstall the complete game, restart the console via the same steps and install the full game.

Thanks for reaching out to us here on the forums with this situation. I understand your having trouble accessing Fortune Island DLC for Forza Horizon 4 is that correct? I recommend you try to Uninstall the whole game and install it again with all the Add-Ons
attached. Once you have it installed again go into your "Games & Apps" and press the menu button (three little lines) on the picture for Forza Horizon 4. Go to where it says "Manage Game & Add-ons" once in there see if the Fortune Island content is installed.
You can also go to the Forza Horizon 4 Community Forums to see if they have more information or help on how to access the content.

Thanks for reaching out to us here on the forums with this situation. I understand you purchased the Fortune Island expansion for the game Forza Horizon 4 and do not have access to it. Can you go to your
Order History and locate the content in question to confirm your account owns it? After that have to tried going into your "Games and Apps" section and then pressing the menu
button (with the three little lines) on Forza Horizon 4. Then go to the "Manage Games and Add-ons" area. There should be a "Ready to Install" section in there where you can reinstall your add-ons.
