Although, other consoles and devices may have a "Free service" Xbox has always operated with
Xbox Live gold. Fortnite is a "Free to play game" on Xbox.

Just like PlayStation has a "pay to play"
service for certain content so does Xbox.

In order to play online on any game made with Xbox,
Xbox Live Gold is needed. There is no way to cancel the Live gold
services as that may hinder the other online services that are already running with
Gold.

If you're an existing Xbox Live
Gold member just remember that Gold gives you access to a raft of the Xbox One's features like games with gold and apps. This is also including access to HD movies and TV shows, Live events, music and sports.

Xbox Live Gold is a paid subscription in order to ensure a reliable and enjoyable experience for online multiplayer. This requires a lot of maintenance and dedication to keep operating. "Keep the lights on" if you will.
