It could be to the privacy settings for that user. A user can choose to show their friend/follows/followers list or not.

Either check your privacy settings to allow viewing profiles of others, check that there is no xbox live service issue or the person you are trying to view has his privacy locked down.

First of all i would try logging out of you Xbox profile and back in if this doesn't work i would let us know here afterwards sometimes it's just the internet glitching
