I called Microsoft support. Their very helpful support expert resolved the problem for me.

I do not have complete documentation of what we did to resolve it.

I believe that we checked to see that I had Gaming Services.

Then we ran wsreset.exe.

You can search the internet for instructions for this. You may need to be in Administrator mode.

Then instead of using XBox Game Pass for PC (Beta), we installed XBox (Beta).

This worked.

The wording in the Flight Simulator announcement, as I read it, made me believe that I could start using Microsoft Flight Simulator now, using XBox Game Pass after loading XBox Game Pass for PC (Beta).

My understanding was not correct.

Once you get XBox Game Pass for PC (Beta) or XBox (Beta), which is the same thing, You will see that Microsoft Flight Simulator is available.
