for FIFA 19 that is affecting several consoles. You can try
power cycling your console by holding down the power button on the console for ten seconds. We suggest keeping an eye on the service alert to find out when the issue will be resolved. Be sure to let us know the results!

Thank you for reaching out. Depending on which game mode you are playing, the formation change may just be a visual glitch when looking at the formation in the pause menu. If you would like more insight into this matter, your best bet would be to check out
EA Support as they are the development team behind the game.
