    This isn't a new issue. There are version differences/restrictions even between Windows 8.0 and 8.1:

    Windows 8.0 is version 1.xxxx. The last time I had Windows 8.0 installed (around December 2015) the latest version was 1.9.1.50210. I didn't start tracking release dates until I became aware of this issue with Windows 8.1, so I have no idea when this version
    was released.

    Windows 8.1 is version 2.xxxx. The last time I had Windows 8.1 installed (around January 2016) the latest version was 2.7.1508.1402, which was released around 9/27/2015.

    Windows 10 is version 3.xxxx. Version 3.10.6302.0 was released around 7/8/2016, and version 3.11.7081.0 was released around 7/14/2016.

    I think its setup mainly for surface users who can use the onscreen controls

    I did try to use a controller at one point (no on FIFA) but apparently I had the wrong pad. I needed a wired PC compatible 360 control pad or something like that. Sucked :/

    I did try to use a controller at one point (no on FIFA) but apparently I had the wrong pad. I needed a wired PC compatible 360 control pad or something like that. Sucked :/
