Same can`t play online either....

It just says "This feature is blocked per your Xbox live parental control settings.

Are you sure he is ONLY unable to play the DLC content?

Since Forza Horizon usually has AI controlled "Drivatars" with their own cars driving around (even when not playing multiplayer), your son probably was always connected to Xbox Live.

I assume what you want to restrict is his ability to communicate with strangers.

Since those drivatars often display custom car paintjobs, the setting to disable community content might interfere with Horizon 3 as well.

You could go to
https://account.xbox.com/settings and sign in with your parent account. There choose your son's account and allow him to view community content, and to allow Multiplayer.

That only allows him to see the digital "avatars" of other online persons. Unless you also set to allow him to communicate with friends, he can't talk to anyone, and they can't talk to him.

But he should be able to play Horizon, without being able to interact with strangers.

Or is there a specific reason to completely disallow Xbox Live?

No, no specific reason, just what you thought - to avoid interacting with strangers (or more accurately, to not hear any strangers).

I went to the link you suggested and blocked pretty much everything - except for:

Join Multiplayer Games - Set to Allow

You can see and upload community creations - Set to Everyone

From your reply I think this might be the answer, I don't mind him racing online if he can't hear other players

Thanks again for keeping us updated on the situation. Please try to sign into another Microsoft account, then add
the first account as an "Adult" family member. From there, try to see if it is possible to change the settings and save them this way.
Also, please try another device to see if it is possible to change the
Online Safety and Privacy Settings like
a phone, tablet, console etc.
