Far Cry 3 Classic - Installation Stopped at 0% downloaded

So every game I own and Gamepass game can be installed digitally except Far Cry 3 Classic Edition.

I know I'll get some copy-paste responses from the troubleshoot FAQ so let me just shoot them all down right now.

1. Yes, I have enough free space to download and install the game. About 133 GB. FC3 isn't that big.

2. Yes, I have restarted the console and router. Hard restarts. The "hold the power button for 10 seconds and remove power cord for 30 seconds" type. Router restart was the usual unplug power wait 30 seconds and plug back in. Multiple times.

3. Yes, My Xbox system OS is up to date.

4. Yes I did purge all my local save game files. Multiple times.

Unless there is some secret root mode for my console I am not aware of I can think of nothing more I can do on my end other than resetting the console back to Factory Default, which I am not willing to do. I believe the problem to be on Microsoft's end.

Note: I own FC3 Classic Edition from buying the Far Cry 5 Ultimate Edition pre-order. I have installed the game before and ran it so it was possible some time ago.

What happens: When I try to download FC3, it will stay beep and go "Installation Stopped' 1 second after hitting install, like it doesn't even
try. Then repeats this about 3 times before saying "Error" and giving up.
