It depends on what you buy, as I understand it. For instance, if a game is available on the Hong Kong marketplace you cannot change your account to United States to get it cheaper there. But if, on Xbox One (which is region free), the game is not available
in your market, you can purchase it from a market it is available in.

If a game isn't available on your regions marketplace then if you change your location/region to get that game from another regions marketplace it can be classed as marketplace theft which is a bannable offence.

in your market, you can purchase it from a market it is available in.

Are you sure? I only want to buy some indie games.Such as [the witness],[firewatch].These games are not available in Hong Kong market.I hope you're right,but another player just below you had told me that I can't buy the game which is not available in Hong

Like I said,you run the risk of being banned for marketplace theft.

If a game isn't available on a certain regions marketplace then it's for a reason,usually a licence issue.

Circumventing those reasons to get a game is against the rules.

You should only ever buy from your own regions marketplace/store.

A lot of digital content is region locked now anyway.

If it's a disc copy of a game then that's fine,you can get that from anywhere.

Making a U.S. account to do the same thing can also get you into trouble so I wouldn't advise it.
