Family member unable to access shared game without primary signing in 1st

You can not have two codes it is directly tied to the gamertag.

Your best bet would to not allow them onto your account. While it might not be the best set it that is the only real way to do it.

As for the home settings you can only set a Xboxone As home to share stuff on that console. YOUR gamertag with gold and games can share with those under it.

As far as I am aware the 360 does not have this ability.

Previously using a 360 would not effect the issue you are having now. Everything is actually working as intended, it's just part of the limitations of the Home setting.

Can I have 2 unique 6 digit codes for my primary gamertag (one code for each xbox)? How can I safeguard my settings against kids going onto my profile and modifying their parental controls?

The upstairs console would have to be set as the primary accounts Home in order to share there. You can only share games on the Home console. Since the primary account's Home is currently the basement console, the games are not being shared to the upstairs
console which requires that account to sign in.

I am not sure I follow your question. To this point, the Basement has been our 1 and only Xbox One. (we did have an Xbox 360 that we no longer use and was connected as a secondary Xbox...Could this be a source of our problem?)

The Basement Xbox was and is connected as the Primary acct (gold) holder's Home Xbox. This is also the Xbox that my kids primarily use.

Hopefully this clarifies things and does not further confuse my issue.
