Family member account cannot send messages on X Box Live

I have done the reputation check, I have checked all the permissions under settings and everywhere else I can think of. When I try to send a message with the account, I get the "check https://support.xbox.com/fix-messenging" error. I am able to send messages
on my own account (the primary). What causes this? How can I fix it??

xbox 360 service alert

in my network status network,internet,x-box live are all conected

in my live status in the service I have a yellow ! and states (service alert)

also ! this is on my x-box stores and states (service alerts)

account is (up)

match making is up.

I cannot get on my game it will not upload my user profile therefore I cannot get on my x-box live account I am a gold member as well what can I do to resolve this issue

by a friend or family member, but i was working away at the time of the ban and i just had a years x box live put on so its a big loss

Message from PC is:-

Chockkyy x cannot be assigned to a gold subscription at this time.

He is on the family account but cannot be addded for some reason.

Hi roadkill1910,

The reason you cannot send messages via Xbox Live is because you are not a Gold member. To send messages, you must have a Gold membership.

For information: Xbox and Microsoft does not distinguish between you sending a message or a family member sending it. As far as they are concerned, you sent it as it is your account and your responsibility to ensure the account is secure and not used inappropriately.

If they let off anyone who said "my brother/sister sent that message, not me", then everyone would use that excuse to send inappropriate messages.
