Family exception not working

I have two children under my family account - Child A and Child B. Each child has content restrictions: Child A can use content up to age 13 and Child B can use content up to age 11. The blocking works fine for both children. The problem is granting exceptions
for apps and games. For Child A, I have to manually grant access every time the child wants to use any apps or games with a higher rating. For Child B, I have the option to allow one time access or permanent access to apps or games with higher ratings. I want
to get Child A to have the same options as Child B but cannot get it to work. I have tried:

-Removing and adding Child A to Xbox

-Removing and adding Child A to family

-Changing age restrictions on Child A to match Child B

Nothing seems to work. Any other help and/or suggestions?

Adding a game exception for an Indie game

Have family acct. My son can't get the indie games to have an exception with the family restrictions on. Why are the security setting so cludgey?

 

xb1x - network offline mode, not working all game( It worked in the xb1 )

error code : 0x803f9008

All games not work in offline network.

All games working on the Xbox one in offline network.( exception game, poe , division)

Rott, tombraider , backward games.. all games not working.
