Family account - unable to purchase Call of Duty Black Ops I on xBox One even with full ...

The 360 store is set up differently than the store on the One and xbox.com. The parental controls you have set on the One, will only work for purchasing One content. Because of restrictions, he would have to purchase the game from a 360 console.

Sorry, Call of Duty Modern Warfare isn't compatible yet on the Xbox One. It maybe in the future though. The following Call of Duty titles are supported:
