Fallout Shelter confused by the FAQ for free to play rewards

The FAQ states "This offer is only open to add-on content for Free to Play titles purchased from the Xbox Store. Add-on content includes, but is not limited, to gem/coin packages, additional skins, starter packs etc. This does not include purchases made
within the game, as well as purchases made using premium or earned currency." But wouldn't Lunchboxes, starter pack or nuka cola count to the offer as they are gem/coins packages and a starter pack but thanks for any exact closure.

Just a random question about fallout shelter and xbox rewards since fallout Shelter has only been released does any consumables like lunchboxes purchased for that game count towards the Free to play games rewards and would it count overall towards my rewards
if a lot is purchased thanks very much for any information and help.

Since the only way to make purchases for this game is through the game itself, these purchases are not eligible, as we explained on your previous post and as you describe in the FAQ you reference, "This does not include purchases made within the game". Since
these transactions are made through that company, we cannot track these purchases, and therefore they are not eligible for the offer.

For example, the game Trove has purchases you can make from the Xbox store (https://www.microsoft.com/en-us/store/p/trove/c4m5bk5hmgjd), while Fallout Shelter has no add-ons available
for purchase (Get Fallout Shelter - Microsoft Store).
