Fallout New Vegas on Xbox One DLC issues

So recently I decided to go back and play Fallout New Vegas on my Xbox One. After installing it said I had every DLC installed but in game it didn't load an of it. I went ahead and reinstalled all the DLC and then some worked. I got Old World Blues, Dead
Money, and Honest Hearts to run but none of the other DLC. I noticed according to the 360 in game DLC menu those are the DLC I bought before on the 360 store before the ultimate edition was a thing. So only the DLC I had previously bought digitally worked
for me. Now when I install the game it lets me download everything digitally despite only owning some of it. I'm not sure what's happening but it looks like some confusion in the system over what I do and don't own. It even appears that when the disk is in
the tray and I do everything through the disk it downloads everything istead but doesn't register the license for the DLC. Does anyone know a way I can download it all from the disc only? Every other forum refers to an install button appearing for disk two
on the home menu but that doesn't happen for me either because of a new update or because the game wants to download instead of install of the disk.
