Fallout 4 pre-order wont download

I purchased fallout 4 pre-order and it says game may be downloaded before but not playable till release date. The game install in a matter of seconds and the 28 gigs doesnt download. Xbox support says the 28 gigs isnt available to download till release date.They
said it was a patch available release day. Is anyone else having issues downloading the full game. It seems odd cause every other game ive pre-ordered ive been able to download the full game and everything ive read online says the game is a 28 gig download.
Any info would be much appreciated.

• If you Pre-order Fallout 4 as a download through the Xbox Store, Microsoft will send you a code within 7-10 days to download The Xbox 360 version of
  Fallout 3.
• Pre-order Fallout 4 at retail, and you'll receive the
  Fallout 3 download code when you pick up your physical copy of
  Fallout 4.

Hey mate,

Nothing to worry about, they will release the game for pre-downloading closer to the release date. This is normal with pre-release games As I would imagine they are still adding tweaks here and there before the final release day. From memory (which isn't
all that good lol) it usually is released about a week prior to release.

Am pretty darn amped about it myself! Been craving some fallout goodness for a while
