Fallout 4 Fullscreen issue

Every time I launch Fallout 4 despite fighting with the launcher setting menu it still reverts to a window screen. I unchecked the windowed mode and messed with graphic settings repeatedly just to reach the same conclusion. I have looked up other related issues and found no solution other than "Unfortunately it's a dev issue.

It's not just Fallout 4 with this issue either. Almost all other Fallout titles and a handful of other titles on the gamepass list have the exact same issue. Sea of Thieves, State of Decay 2 are just a couple examples.

Microsoft has repeatedly ignored any discussions or questions surrounding this topic. On December 21st 2019, BaptAM posted the same issue. After a reply from another user with the same issue, Microsoft replied with this 2 months later. "This thread is a bit old, so it will be locked due to its age. If you require support or would like to start a discussion, don't hesitate to create a new thread. We look forward to hearing more from you soon!"

People other than me have been having this exact issue for 4 years now and its getting frustrating. My question is will there be any change? Or am I forced to go back to buying games the old fashioned way.

"Fullscreen" and the ability to save/load in Fallout4 are available after a two-step procedure:
1) disable Microsoft Defender
set to "off" next options:
a) controlled folder access
b) app&browser control ("off" in every options inside it works fine, possibly not all of them need to be "off" but i'm too lazy to check it)
and restart
2) log into Windows as a "local administrator" (without Microsoft account access). I guess you created this user before.

If you're concerned about your computer's security, turn off the Internet (Fallout 4 surely doesn't need it). Just don't forget to place all your saves onto disk from cloud.

Neither of those things work for steam or PC pass... So 🤦🏼‍♂️

Can confirm this doesn't work. Even saving it via menu or X'ing the notepad and saving it. Launch game and it still refuses.
Tried making launcher and game itself run administrator still doesn't work. It just doesn't wanna listen.

I've not used the Fallout version on the Xbox GamePass, but it should still have a configuration file located in your My Documents/My Games/Fallout 4 folder called Fallout4Prefs.ini

Under [Display] try changing the following parameters:

bTopMostWindow=0

bMaximizeWindow=0

bBorderless=1

bFull Screen=1

iSize W=XXXX

iSize H=XXXX

So if you want full screen and desired resolution is 4K it should look like:
